In fact that’s the reality of Iraqi state since it had been established till know, but we saw in monarchy epoch the situation in which Kurdish and their political movement had lived differently in competition with successive political system.

Thus there were the democracy institution with liberal stamp but without any mention to the Kurdish people, although of that the civil and political bill which having elastic & obscure existing in that institution, don’t changed into truly practice in the political reality not except by Kurdish step but although on Arabic component .

Standing above the reality polices by Monarchy cabinet system towards Kurdish and his political movement had been announced with almost totally banned to the political act and culture.

That is donning reserving with owned by the Arabic component in this country especially in that time which the political perestroika had been operated by Monarchy system towards their opposed party.

For thus we seen that established the first contemporary Kurdish party, by mean the Kurdistan Democracy Party, has clandestinely came into being, and its till fall the Monarchy continuo his activity without the legal permission, but although of that fact we see that there were such soft attitude by authority of that system towards this parties activity, reached to allow him to participated in parliament election.

Thus and depending that realities, we can say that the relationship between both sides in their legal relation had been severing problem law.
