Abstract EN

The research aimsto highlight theproblems thatlimit the effectiveness ofscientific research andthe Arabcountries, is the most importantissue ofspending, and theteaching loadofa professor ofthe university, and thelack of attention tothe Arabresearcher, and a lack ofclear policiesfor scientific researchin terms ofsetting goalsand prioritiesand research centersnecessary, and to providematerial resourcesnecessary, andweaknessa large proportionof researchersto innovate,and the absence ofthe relationship betweenscientific researchcentersand productionunits, and the absence ofthe role ofthe private sectorin the process ofresearch and development, finance, scientificquestArabcharacterized bylowvolume ofspendingitwithoutthe universally acceptedof gross national incomelimit.

The studyconcludesthat itcan notin any wayanticipatethe success ofeconomic development effortsin isolation fromthe presence ofan academicsystem, be able toengage theuniversity's economic development plans, such as those locatedinthe USand Japanese universities.
