the subject of research is summarized in revealing what International Criminal Tribunal have done for the ex- Yugoslavia in interpreting and developing the international humanitarian law concept and its violations through their judges efforts to approve the commit of the accused international criminal responsibility.

Where the precedents judicial have a significant impact on the interpretation and development of the international humanitarian law concept in order to effectuate the idea of international criminal responsibility and punish their violations.
