E-government has become very important in developed and developing countries and Algeria was one of the countries that adopted this new system by the program of Algeria Electronic 2009-2013, It is one of the most important development projects based on e-services, This will reduce the time, effort and money, This is what made me concentrate on the project e-government Algeria 2013 (Citizen portal) and its most important impact.

Based on the descriptive approach, which aims to describe the phenomenon, In order to have precise information on the (Citizen portal) project, This approach required the use of electronic documents , studies and sites.

Using also the scientific interview with citizens and administrators who have applied this project, The main result of the study is the lack of public interaction with the project of (Citizen portal).
