Abstract EN

The strategic response process is crucial because of the dynamism and complexity associated with it.

Therefore, the strategic response process is an administrative approach in which the organization aims to achieve its strategic objectives by responding to changes in the internal and external environment and confronting them through the capacities and resources of the organization, One of the most important aspects of administrative corruption, which is the functional laziness, the researcher addressed the adoption of criteria for the strategic response to address the functional laxity in the Office of the province of Najaf.

The researcher identified the problem During the initial study, a preliminary questionnaire was distributed to academics and experts to determine the most important variables of functional laziness.

The experts focused on a range of dimensions of functional laziness (indifference, interruption, vandalism, low effort, laxity, negativity).

Two strategic variables included the first strategic response (strategic objectives, technology, processes, procedures).

Second, functional laziness included the dimensions that the experts focused on in the initial questionnaire.

The final framework proposed in this research It is the product of a number of academic and applied views and the review of many researches, studies and literature with a solid foundation in this field.

The strategic response variable included (4) main dimensions including (19) items, while the second variable functional laxation included (6) main dimensions included (32) items.

After the researcher distributed 110 final questionnaires to the staff working in the Najaf governorate office, the researcher reached a number of conclusions related to the strategic response.

Perhaps the most important is (it is clear from the results of the statistical analysis there is a clear acceptance by the members of the research sample about the goals Strategy through the ability of the Office of the province to achieve those goals in a clear and specific by taking into account the economic changes that are consistent with the directions of the Office of the province and its strategic objectives), as well as a number of conclusions that relate to functional laxity and perhaps the most important ( The results of the search that the Office of the province works to reduce the cases of indifference by the personnel working and reduce the laziness of their career and all behaviors that would confuse the work and attention to activities that strengthen the work of the Office of the province), as well as a number of conclusions that relate to functional laziness and perhaps the most important is ( Between the results of the search that the Office of the province works to reduce the cases of indifference by the personnel working and reduce the laziness of their career and all behaviors that would confuse the work and attention to activities that strengthen the work of the Office of the province).
