Arabic Abstract

تهدف الدراسة إلى إبراز مدى كفاية وسائل مكافحة الإرهاب الدولي مما يؤدي ذلك إلى الحفاظ على المجتمع المحلي و الدولي و الوقاية من نتائج الإرهاب و التوعية بالتأثيرات السلبية للإرهاب على المجتمعات الدولية و إمكانية الحد من هذه التأثيرات من خلال السعي نحو إكساب الفرد فكر واعي عن عواقب الإرهاب على المجتمعات الإنسانية.

و أيضا يستمد الموضوع أهمية كون الإرهاب ظاهرة منتشرة على نطاق واسع ومن شأنها أن تؤدي سلبا على المجتمعات الإنسانية و تدميرها دمارا واسعا و شاملا حيث عرف الإرهاب بأنه الأعمال و السياسات الحكومية التي تستهدف بث الرعب بين المواطنين وصولا إلى ضمان خضوعهم و انصياعهم لرغبات الحكومة و سياستها و تطور الإرهاب أصبح يستخدم اليوم لوصف الأعمال التي يقوم بها الأفراد أو مجموعة من الأفراد أو دول و لأسباب متعددة و كثيرة و أيضا تنبع أهمية الدراسة كون الإرهاب يعتبر استخدام منظم للعنف لتحقيق الأهداف السياسية ويصفه خاصة الاعتداءات الفردية أو الجماعية و التخريب و أعمال العنف المختلفة التي تقوم منظمة أو سلطة سياسية بممارستها على المواطنين لخلق جو من الرعب و الفزع و عدم الاستقرار و الأمان.

و في هذه الدراسة سوف أقوم بتعريف الارهاب الدولي وسائل مكافحة الارهاب الدولي و نتحدث فيه عن تعريف الارهاب و مفهومه و عن أسباب الارهاب و عن الجهود الوطنية و الدولية في مجال مكافحة الجرائم الارهابية و عن دور الأمم المتحدة في مكافحتها و عن أهم الاتفاقيات الدولية و هذا بعد أخذ اراء اساتذة وفقهاء القانون الدولي.

و نتحدث عن تمويل الارهاب و غسيل الأموال و الجهود الدولية في مكافحتها و عن دور الاعلام ايضا في مكافحة الارهاب الدولي و طبعا هذا بعد الوقوف على اراء الفقهاء القانونيين و بعد ذلك سوف نقوم بوضع بعض الحلول و التوصيات و النتائج بعد الخروج من صلب هذا الموضوع.

English Abstract

This study aims to show the role of international antiterrorism tools which will help protecting the national and international communities from its negative consequences on those communities.

Also, we seek in our study to evaluate the potential of limiting such phenomenon through enhancing the positive, educated, and responsible thinking among individuals about terrorism danger on human societies.

Terrorism is considered one of the most challenging phenomena as it gets more widespread day after day worldwide.

Terrorism could destroy the general peace among those communities as well as destroying the people’s life in those communities.

The definition of terrorism has been changed through the last years to include all actions taken and done by individuals, groups, or countries to spread the fear among citizens of those countries to serve specific and different agenda with different purposes.

We aim in our study to identify the global terrorism and to discuss all the possible tools to combat terrorism.

Our study will be divided into two chapters.

The first chapter will be discussing the terrorism in general ; also, we will discuss the national and international efforts made during the past years toward the anti-terrorism area, adding to that the role of the United Nations in this area and the main international agreements between countries to fight this phenomena.

The second chapter of our thesis will be discussing the fund sources for terrorism and money laundry and what are the current available tools to combat these problems, also, we will discuss the essential role of the mass media in fighting the terrorism and how it play a major role in increasing the awareness among individuals about danger surrounding the terrorism and how it could affect people’s life negatively.

By the end of our study, we will provide our roadmap suggestions as and recommendations to solve these problems and how can we limit the spread of these phenomena.
