In the Second Gulf War in 1991 the United States of America had recognized the necessity of establishing close relationships with the kurds, as attempt to weaken put a pressure on the Iraqi government which would lead to eradicate its whole regime.

it is such a fact that would fulfill the kurds ambitions in establishing an independent Kurdish regime if this were possible Indeed Washington had supported the agreement of the reconciliation between the leaders two Kurdish major parties Masoud Barzani , the leader of Kurdistan Democratic party .

and Jalal Talabani, The leader of the patriotic Union of Kurdistan Thus the Kurdistan Region had become an existed entity after the second Gulf War ,forcing the Turkish Politicians to deal with it by following the political means, with no militarily options .

such policy was different from the one that was applied on the Turkish kurds.
