Abstract EN

In all countries of the world, societies benefit from the influential role played by the elite class through social mobility.

This active class has a positive impact on community building and strengthens its foundations.

Contributions of different kind of elites as: thinkers, professors, researchers and others are not limited at a certain age, but included all ages which represent a cultural, intellectual and scientific category that leads social mobility, scientific development and progress of society.

Therefore, elite person is described as “A person committed and socially conscious” oversees individual and group behavior what gives value to its historical and developmental role and this through his/her social awareness which bids him vision of society and its issues from a comprehensive approach and poses the act that confirms flawless values and instills positive ones instead of those negative.

Elite won’t do what is intended from him/her, unless He/She has a social consciousness characterized by rationality in accordance with local cultural diversity and newcomer culture.

Therefore, the problem of elite and leadership role in the Arab world in general, and especially Algeria is that it includes an elite class with a lack of elite awakening which does not fit new style of life and affects effective practice of that control in various human, material, financial and moral resources.

The question arises: Does the Algerian elites play influential role in the construction of the Algerian society and strengthen its foundations?
