Abstract EN

Growing the interest in recent decades regarding the international foreign reserves and its management which accompanies with the growing of the economic crisis would make preserving a suitable volume of reserves as a safety factor against the internal and external economic shocks as well as an important investment tool.

So, the importance of finding measures to assess adequacy of those reserves become crucial in different economic forums.

As much as it is concerned with Iraq economy (sample of study), the ending of economic embargo after 2003 and increasing the oil exports along with the rising of oil prices have contributed in accumulating large financial returns from foreign exchange leading into rising the volume of foreign reserves in central bank balance.

An adequacy assessment indicator for those reserves has shown that the Iraqi central bank retains large levels more than they should (or ought to) have, and thus may miss the opportunity to invest those returns both externally and internally to improve the economic development in the country.
