Abstract EN

This study is based on the hypothesis indicating that the absence of the ability to achieve the right balance between the effective role of the Rentier state and the activating role of the market economy has made the financial policy lose its ability to achieve the objectives of efficiency and sustainability in the oil Rentier utility which in turn affected the financial policy effectiveness negatively and made it part of the oil Rent without providing differentiating opportunities.
