Abstract EN

Technical knowledge, expertise, and implementation of public policy, as common factors, make the bureaucracy in every country one of the actors of policy making processes.

However, the bureaucratic administrative tradition in Turkey, in addition to common factors, leads the bureaucracy to have a privileged position and the bureaucratic elites to act as a means of tutelage over Turkish politics.

The Presidential system adopted by the referendum held on April 16, 2017 has the potential to offer some opportunities to transform the caste or guardian bureaucracy in Turkey.

In this context, the purpose of this article is to analyze the potential contributions of the Presidential system to the transformation of bureaucracy in Turkey.
