Abstract EN

This study addresses the role of the Senate in terms of composition and terms of reference in the light of the provisions of the Jordanian Constitution of 1952 and modifications until this day, Then the study deals with the justification for the introduction of a system of Councils in Jordan in a preliminary research, then we check and analysis and critique texts of the Jordanian Constitution concerning the composition in his first, and the legislative powers granted to the Senate on the subject.

In this study the researcher finds that despite these several positive constitutional provisions contained in the Jordanian Constitution, The constitutional legislator does not legislate successfully the provisions concerning the composition of the Board then in granting the Senate appointed a lot of legislative powers that made him his upper hand in the legislative process in Jordan, and we still need substantial amendments to the Constitution to curb the broad powers in the legislative jurisdiction of the Senate at the expense of the elected House of representatives, The study ends up with providing some results and recommendations that the researcher see modest attempt to solve this problem.
