Minority subject occupies exclude important at all tracks in all nations ,especially those whom their people consist of morethan one nation .this subject has an execs touch the security and existence and stability of the states ,such as the national or custom, regional, and cultural axes.

According to internal elements and external effects interact at all to show to the vision and prove at the same time that the case of expose of minority to coercion became reality, which made the minority rights one of the legal and political and geographical case.

Many attempts established by professionals and non-professionals to give a real solutions for the minority problems away from assuming and theories, because bookishness with minority started big states ,supported with courtlier off weak states , in many formulas consisted in the connectional attempts to theorize the problems of the minority and detectthe ways to recovery ,but we cansay that these formulas mostly roped to picketed to partialities from one side ,and shadow with heretical serviceability from other side and covered with duplexes law-breaking in third side ,and the most important of all of this is to direct finger calumniate to the ongoing violated to the coerciveness rights ,existence and form, to Islamic religion ,because of the twining terrorism and Islam which conveys strategic aim, first of it is to beat Islamic religion and funnel the Islamic identity ,as an example .

Rafael in his book (Democracy Refresh )says ;the Islam the source of ninety % of official national terror .

Is it right that this great religion conveys through his massage depersonalization of un Muslim ? Once Iraqi constitution declare that Islamic religion is the official religion of the state ,how does deal with un- Muslims and un-Arabic minority ? At last what is the mechanisms which protects and forward the minority rights in Iraq?To answer these questions , I divide this research in to the following .
