This research entitled (Public Council in the wilayet of Baghdad, the first election cycle 14 - October 22, 1913) the study of life in the legislative mandate of Baghdad late Ottoman period.

The work of the Public Council for the state similar to the work of the Council of the Ottoman envoys in Istanbul.

This research is very great importance it is without exaggeration the first study that dealt in detail Public Council for a term of Baghdad based on authentic sources, particularly the official press of the mandate of Baghdad (Zawraa) published the minutes or the public meetings of the Council, and through the official newspaper of the Ottoman Empire (Takvimi Vekayi) published legal materials for organizing the work of public boards.

The Public Council for a term of Baghdad membership includes representatives of religions and religious communities in the state of Baghdad, there was a member of Jews and other Christians, and the rest of the members representing the Muslim residents of the Sunnis and Shiites.
