Abstract EN

As it is clear from the title، this study sheds light on the historical roots of the emergence of the Gulf Cooperation Council، and the nature of the regional and international reactions towards the establishment of the Council.

For that، the research starts with the reality of what a decade of a meetings of countries that fall under the title of Council، held at the 25th of May، 1981.

Access to the statement issued at the meeting، issued by the Ministries of Foreign Ministries of those six countries notifying the shared common factors، basically the trigger for establishing this council as a regional organization falling under the same modern international legal norms and approved by the Organization of International Law.

Perhaps a question arises about the difference between saying Cooperation Council is a regional or international organization، following up that the GCC has the doctrine participants among its members and individuals، such as language، religion، history and geographical affiliation and so on، giving the impression for easy integration between these layers of population، which placed restrictions، especially in the hands of intellectuals and authors، meaning that separation - God Forbid - would get between those groups and the members who are not their compatriots!
