Abstract EN

This study aims to identify the theoretical framework for scientific research and the most important assessment indicators, and to address the reality of scientific research in the Arab Maghreb countries during the period (2001-2015), and demonstrate the role of scientific research in achieving economic and social development, and to highlight the mechanisms for the advancement of scientific research to achieve economic and social development in the Arab Maghreb countries.

The study found a number of results that the most important countries of the Maghreb, published during the period (2001 - 2015) about 28% of the Arab production amounting to 301.151 research paper, where the total number of research papers published from the Maghreb countries combined 84.293 research paper, as noted superiority Tunisia in published research papers during this period the proportion of each from Algeria, Morocco, clearly, followed by Algeria and Morocco in varying proportions.

There are also a range of mechanisms in the Arab Maghreb countries should be applied for the advancement of scientific research to achieve economic and social development, including: work on the development of scientific research policies and a focus on partnership research between institutions in the same country and between the corresponding institutions in more than one Arab country.

And the need to strengthen linkages between science and policy by simplifying the language of scientific discourse and activation of dialogue between scientific researchers on the one hand, and policy-makers and decisionmakers on the other hand, in order to invest in scientific research and economic, social and environmental development results.
