The Scarcity of natural resources represent a most important problems for the contemporary societies,if this problem will not addressed in a rational scientific way, he will lead to another problems .

We want whith this paper to clarify the concept of planning and environmental policies whith hese importance in the environment preservation.

Role that could be played by the United Nations Environmental National Accounts System in the preparation of environmental plans, as a result of the information concerning the flows betwin the sectors of the economy and the environment
