Abstract EN

This issue is very significant due to spread of civil disobedience events in many parts of the world.

Thus, this study intended to: First: Verify the concept of the civil disobedience both linguistically and technically.

Second: Demonstrate the concept of freedom of expression of opinion, related judgments, and controls in the Islamic Fiqh and law, to ensure that no one use such freedom arbitrarily, in transgressing freedom of other.

Third: Stress on the importance of calling for goodness and banning badness, showing related judgments, controls, means, and finally demonstrating that its ultimate end is to achieve the best interest of both individuals and community by realizing an advantage or preventing a disadvantage.

This study showed that civil disobedience is legalized as a means for calling for goodness and banning badness provided that it should be disciplined with the well-known controls of calling for goodness and banning badness practices and means
