Basra is a distinct govemorate of the Iraqi govemorates because of having a lot of fundamentals to be that.

Those fundamentals are, human nature, the good location, and the industrial and Agricultural abilities.

Besides the tourism abilities.

Never the les, h suffered from imbalance in regional development among its seven areas .This state of imbalance of regional development in Basra is due to the state of lack of stability between Iraq and its neighbors as a factor to that imbalance.

Besides of the policies that were used in distribution of investment allocation in past and present.

Never the les , I concentrate in my research on the period v .

n according with carrying out of the program of development of regions in year ^ • •'i.

This reason because capitalism, one of the major factor in the production and development process.

In addition to that there are the planning and managerial factor and the bad distribution of industrial factories.

Those are the most reasons behind the unemployment and weak of economic action in Basra govemorate.

Also the random dwelling which is the destroyer of Basra beauty, besides it is hard to present services to these random places.

The regional development through its policies and strategies leads to create a state of balance among the economic effectivenesses that is to best using of the resources and distribution of benefits of regional development justly.

Also it must lead to make balance among the regions of the country and has the ability to make balances between rural and urban areas inside every city of the country.
