This study is concerned with the subject of comparison in public administration.

It is considered one of the most important administrative tools in improving the performance of the local administration, if it is used properly, otherwise it will be a loss of time and resources.

Identifying and strengthening strengths, and weaknesses; and thus the comparison in public administration can be a critical element in the progress of many Arab local administration units
