The issue of oil revenue management is considered among the most important issues that are still the source of concern for governments and public opinion in the oil-producing countries due to its serious impact on their economies, and with uncertainty and volatility of the prices of oil in the short and long term, and in the same context, most of these countries have created sovereign wealth funds to operate and use the financial surpluses achieved in periods of rising of oil’ prices, they are innovative funds managed directly or indirectly by the government for the purpose of investment or savings.

They are financed by the financial surplus accumulated in the balance of payments or the state budget, and that their activities can be internal or external.

this study aims to present the characteristics of the Norway’ experience which classified as one of the most successful experience in the world that the Arab countries can take interest of this experience to improve its funds in order to enhance their abilities against the oil shocks and to provide a sustainable financial resources which accompanied their efforts to achieve economic diversification and eliminate the excessive dependence in the oil sector.
