Basic conditions is one of the main forms of state intervention in the economy, through which it endeavors to control and frame the economic variables to reconcile with the general orientation of the state, and may be the most important trends that should the state adopt is to adopt industrial clusters which has become one of economic growth and ensure the stability requirements, and so as to activate its role that being dedicated to connecting all competitive and integrated relationships supportive and complementary to the members that making up for, and thus it becomes an engine to the wheel of development for various industries and resend the underdeveloped ones, and most importantly the launch of a strong and cohesive new industries, from here it has become imperative that the state to rely on the basic conditions that the appropriate environment for the emergence of industrial clusters offer to diversify the economy to work outside the primary sector, which is based upon the state traditionally.
