The administrative work faces many challenges and changes, especially echnological changes made available by IT with its various components, especially the Internet, intranet and extranet.

The increasing use of computers, information revolution, and the development of administrative thought has been invaded by information technology various aspects of administrative work in all institutions, and databases became of the essentials of the modern institution without it the institution can not continue its work.

Therefore, administrative change has become one of the most important features of the present time, which should be dealt with and employed efficiently because it has become a necessity.

In the modern administrative work appear a new field called the electronic management it is the other side of traditional management, it is characterized by the exchange of documents and the conduct of various transactions electronically instead of the traditional management characterized by a lot of paper and red tape and bureaucratic complexities, the community sector in Algeria is one of the most important sectors of this electronic approach to keep abreast of technological developments and the enormous digital revolution taking place, in this research we seek to know the reality of the use of electronic management in the local communities and what is the prospect of using this new approach.
