Despite that labor's laws and regulations in many countries prohibit multiple job holding, still some public sector employees hold more than one job.
The literature review shows that there are many factors influencing the decision to hold multiple jobs including socio-economic and psychological drivers.
The main objective of this study was to estimate the proportion of civil service employees who hold secondary jobs and to identify the underlying triggers of multiple job holding.
The data for the study was collected from a random sample of civil service employees enrolled in training courses at the Institute of Public Administration in 2015.
In addition to the exploratory nature of the study, because of the lack of studies addressing the subject in Saudi Arabia, the present study also sought to examine the socio- economic impacts of multiple job holding.
The study results showed that the proportion of civil service employees who hold secondary jobs was 28 percent; higher than multiple job holding levels in other countries.
In addition, the results showed that there were some significant associations between the prevalence of multiple job holding and socio-economic characteristics of civil service employees.
Based on these findings, many recommendations have been proposed.
The recommendations include revision of laws and regulations pertaining to multiple job holding, intervallic surveys of multiple job holding to provide the necessary information to formulate socio-economic policies of the labor market that might solve unemployment as well as optimal utilization of human resources, and revision of salaries and wages to go with the basic needs of the employees.
