Abstract EN

The problem of research stemmed from the scarcity of funding that allocated for the construction of infrastructure projects in Sudan, in the light of the limited returns expected from these projects and the reluctance of the private sector to fund them.

The Build Operate Transfer (BOT) system is limited to two main parties according to the study : the host country and the executing company.

Sudan had two experience in this field, the Manara Water Project, and the Highway road between Atabara and Hia.

The results of the study showed that the Water Corporation had achieved short-term objectives including establishing the plant, and the production and distribution of water.

However, the objectives of keeping the rights of investors and financiers, as well as paying back capital and its profits had not yet been achieved, which may raise the concerns that this project may have negative effects on other future ones.

Moreover, the project of the Manara Water Plant is considered as one of the most successful projects implemented through the BOT system.

Therefore, the study recommends the generalization of this experience on other infrastructure projects such as the Abu Saed and Soba water plants.
