The topic of individuals of especial needs recently deal with a great concern of research & attention from the western scholars & conceptualize according to western philosophy & enriched the curricula & developed theories & culminated in the fields of multiple departments & branches in universities & and institutes of higher education in most countries of the world , and as is customary in Muslim societies has been the import of those philosophies in different branches of science , including the branchof special education , since dealing and addressing the issues and problems in the Islamic perception is different from the manmade Sciences.

Proceeding from this Muslim, it was time for the Muslim community that derives its goals and objectives, substance and means to deal with individuals ofespecial needs through faith and cultural heritage.

So, study aimed to find a look Toeselip derived from the folds of the verses of the Holy Quran and the Sunnah of the prophet, (peace be upon him) and his biography and followers to form a conceptual framework for branchofindividuals of special needs, and to highlight the uniqueness of the meaning and vocabulary of Islamic values, the values of Western civilization through the search for the origins and roots purist Islamic values and ethics in dealing with individuals ofespecial needs.

To achieve this, the study used a descriptive approach deductive through three basic elements focused on the study, namely: Muslim scholar in this field, inheritance available on individuals of especial needs, and then find a balanced composition that combines data Islamic heritage and Western theories and methods.
