Abstract EN
The assessment phase of the investment project is considered a critical stage in its life cycle, through it is possible to reach rational investment decisions which allow the achievement of the desired objectives, and depending on several scientific standards.
This aim of this paper is to introduce these scientific standards and ensure their adoption in practice, through the knowledge of how to evaluate the public project, and for this was a study evaluating the electrification of rail network on the outskirts of Algiers, it has been reached that there is no dependence on the appropriate criteria and fit in with the conditions and characteristics of the Algerian reality, and it is often making investment decisions is through sudden and impromptu decisions and on the basis of considerations other than scientific, in this regard it has been provided several recommendations
