Abstract EN

The study aimed to identify the impact of human resource management practices in achieving outstanding performance in Algerian universities - the University of m'sila- To achieve the objectives of the study, The researcher designed questionnaire included clauses to gather preliminary information from a sample consisting of a random sample of 70 workers of the total members of this group of 250 administrative study (Meaning 28% of the original community of the study) and that taking into account the good representation of various of its members, To find out their views on the role of the excellence of human resource management practices in the University of Algiers, and their reflexive about their interest in the development of their competence.

In light of this has been collecting and analyzing data and test hypotheses using the Statistical Package for Social Sciences spss.

It was used many statistical methods to achieve the objectives of the study, including the use of frequencies and percentages and arithmetic mean and standard deviation, Chi-Square f test and analysis of variance ANOVA for an analysis of the differences .After an analysis of the data the study process and hypotheses.

The study found a number of results including: The study showed that there were no statistically significant differences in the views of respondents differences (superiors) about the contribution of human resources management in increasing the efficiency and excellence of the Organization at the level of 0.05 is attributed to gender, age, educational qualification The study showed a statistically significant differences in the views of respondents differences (presidents) is due to the number of years of experience The study showed that there were no statistically significant differences in the views of respondents differences (subordinates) on the contribution of human resources management in increasing the efficiency and effectiveness of the organization at a level of 0.05 is attributed to a qualified education;  The study showed a statistically significant differences in the views of respondents differences (subordinates) attributed to sex, age and number of years of experience;  Personal factors such as race, education level, age and seniority are all factors working her side of the impact on the level of effectiveness and efficiency, and there is no specific relationship between them exactly.
