E-government reflect the use of government departments and organs of the technological information (such as communication networks, the Internet, and mobile computerized) that have the ability to transform the relationship between citizens and facilities, and other government agencies.

And this technology can serve a variety of different objectives: to improve the delivery of government services to citizens and improve interaction with business and industry, and citizen empowerment through access to information, or more efficient government management.

The preparation of this research in order to display three main subjects, the first touched on e-government in terms of concept, objectives and types, and the second dealt with the application of e-government in some Arab countries and developing countries experiences, and the third subject has reviewed the application of e-government in Iraq.

The research concluded that some countries seek reap the benefits of egovernment, which is the most prominent in reducing corruption, increase transparency, greater convenience, revenue growth, and / or reduce costs.

But there are still some countries where the factors that explain the reluctance to implement egovernment as a result of the absence of the competitive environment for the professionals in the performance of tasks, and the complexity of the administrative processes are available, and demonstrate the natural changes in the face of rejection.
