Arabic countries have many natural resources, which lead in optimum utilization to achieve a comprehensive sustainable development, and water resource due to the limitations in this region characterized by properties witch made a particular importance requires a great security.

The water security linked to a major food security, and the latter has to do with the economic aspect, but in the Arab countries facing internal challenges resulting from poor management of water resources, and other external imposed regional and international environment unstable,which calls for the use of the principle of water governance to find appropriate solutions to the problem of water in the Arab world
