Scientific qualification is a prerequisite for the appointment of a leader to the institutions of higher education in Algeria.

However, it is essential to objectively answer the following question : is a qualification in business administration necessary for a leader to efficiently motivate workers, so as to achieve the objectives of an institution? Therefore, we must:  Rely on some studies to highlight the relationship between leadership and motivation.

 Rely on the answers provided by a sample; its members were required to have worked in the institution, with three different leaders of different educational backgrounds.

We then asked our members to answer the same questions about each leader.

By using the “bi-factorielle” questionnaire of Herzberg (1959), we were able to get the four-point Likert scale to determine the degree of motivation that each of the three leaders provided.

As a result: it is necessary for a leader to be qualified in business administration to be able to deliver the required level of motivation, which enables him to lead the institution properly.
