Abstract EN

This study examines the human resources development policies in the light of contemporary transformations and constraints of development, to get to know the reality of human resource development in the university institution , and its policies, and the most important difficulties and obstacles that prevent the development of these resources .

In this study forms of questionnaire (200) was distributed and was retrieved 120 questionnaires and from this study have been reached to a most important result, namely: to career planning important role in the development of human resources through follow the upgrade system and rely on efficiency in the selection of the right person in the right place.
