This paper identifies the Qur'an intents of establishing the Umran or civilizational thought, i.e.

building a human civilization on earth.

To achieve this purpose Muslim mind needs to contemplate, research and experiment to build knowledge of various sciences and use it wisely while conserving resources and maintaining balance in the environment.

This intellectual building is characterized by free, comprehensive and analytical thinking, empirical approach, and critical evaluation.

History has proved the central role of intellectual building in rising and falling of civilizations.

Muslim Ummah is called upon to embark on a new cycle of human civilization under Qur'anic guidance to overcome the obstacles that led and continue to lead to underdevelopment.
