Abstract EN

The paper examines the relationship between the bureaucracy and the E- Administration and their interaction within the public administration.

Reading through the studies dealing with this topic has summed up in two main different and contradictory ways looking at this relationship.

The first looks at the E- administration as a means for modernization and bureaucracy reform, whereas the second considers bureaucracy as a main cause for E- administration implementation.

The paper concludes with the need of taking bureaucracy culture into account in public administration, and finding out harmony between the E- administration implementation and the bureaucratic philosophy of organization.
