The health and cultural development are key factors in achieving economic, social or technological progress, as there are many interacting and interdependent dimensions.

they are also economic, human and scientific dimensions that enable present and future generations to meet the scientific and cultural aspirations, and enable the provision of subsistence needs and satisfying in the long run, and the advancement of society and improve the quality of life, and achieve the desired objectives, rational exploitation of natural resources, and enjoy its blessings through participation in finding solutions to environmental, social and economic problems.

So that would help stimulate economic, social and scientific development, which means that the absence of health and culture would be detrimental to the proper functioning and efficiency of the individual and thus lack of contribution to the alleviation of poverty, ignorance and disease.
