The idea of creating an international criminal court was the overriding concern of the international community, to achieve criminal justice and international peace and security, this can be done only through the activation of the mechanism of action in front of the international criminal court, in reference to the Rome Statute , we find that it was struct when the number of parties assigned to initiate proceedings before the international criminal court, which was set forth in articles 13 of the statute of the three parties represented in the states party to the system the prosecutor and the security council this increase the effectiveness of the criminal court in the achievement of criminal justice and the maintenance of international peace and security especially with respect to the security council, what the Rome regime did when granting is the power of referral, but this authority of the security council should not be subject to political considerations.
