Abstract EN

This paper attempts to monitor the impact of the state-building as a continuous and complex process, involving a range of internal and external factors, on the adopted societal strategies and their outputs, especially those in relation with the transition towards modernity in all its dimensions, levels and objectives.

This paper assumes that the difficulty of transition to democracy in the Arab region is one of the manifestations of the failure of the modernization project of the Arab political society; it is also the result of the structural dilemma of the national state formation, which means that the historical study of the State formation can be useful in analyzing and understanding the phenomenon of the intractable Arab democratic transition, And allow to re-test the results of the comparative study, on the roots of dictatorship and democracy in the Arab context, in regard of the concepts of institutionalization and alienation.

The absence of the first leads to the existence of the second, and can be considered as the continuation of the dominance of traditional foundations and institutional weakness on the political society, therefore this relationship will remain as an indicator of the non-finished of the Sate building process and an introduction to the construction of democracy postponement.
