Which is characterized by the political organization at some point after the collapse of the old system with a high degree of liquidity and speed of shifting alliances within and outside the political institutions, and over this case in light of the existence of a vacuum of political and legal, to be able to the new elite to impose constitutional rules and the new legal, and this is known as the conflict between constitutional legitimacy and revolutionary legitimacy.
