Abstract EN

As from the Nineties, Algeria engaged of the economic reforms to prepare the transition from an economy directed towards a liberal economy, and this by the application of certain policies, namely, the restriction of the public sector by dissolution and the privatization of some national companies as well as the control of the public expenditure.

All these reforms have leads to the increase in the rate of unemployment, in front of this situation, Algeria adopted several mechanisms in order to decrease this rate, and the lightening of the expenditure due to the transition towards the economy from the market; among these mechanism the creation of the national agency of the support of the use of young people (ANSEJ) appears, like instrument promoter of creation of Micro Enterprise managed by young carriers of initiatives.

Thus the small projects allow the creation of many jobs compared to the funded capital, thus these companies can adapt to the environment and take part in the total development of the country.

This mechanism is appropriate perfectly for the requirements of this transitional and reorganization period of the economy.

However, and in spite of the part which can play these small companies, these last know obstacles in their financing, with regard to volume, the availability and the methods and this compared to volume of the request andthe problems which they meet what deprives the national economy to profit from these companies, this shift between the offer and the request, generated disputes and differences between the points of view of the targeted category (young people) and the suppliers, and in against part the point of view of the agency concerning the effectiveness of the support intended for the Micro Enterprise appears, and the distinction enter different the opinions and realities, enter these various points of view appears problems which are the object of the present report, which consists to touch meadows the reality of these differences and to propose thereafter solutions which can collaborate in the increase in the effectiveness of the financing of the small promoters.
