English Abstract

The development of modern management depends on the use of technology in all public utilities.

In order to succeed, the development of human resources should be pursued by using modern tools to carry out the work of government administration in a manner consistent with the great development in the developed countries.

The great development that we observe has been prominent in countries as well as at the level of organizations and individuals as well.

The world has become like a small area, and the shortening of time and space when doing business in the field of technology in state institutions has been fruitful and effective in the proper application.

It can be said that the revolution of technology and information is different from other revolutions prior to their association with information and because information represents the main nerve in all aspects of life.

This great change, as one of the practical aspects of the information revolution, adopted a new approach and a different approach in the management of the state apparatus and its relationship with individuals, This is reflected in the relationship between the state and its various services to individuals and accurate information, so the websites classified into three categories, including news sites, including commercial sites, including service sites, in Iraq, most of the websites Is the first type (news) because the administration naturally suffers from the field of services because of the slow pace in the development of technology systems in their websites.

The protection of websites is important to study the development of all activities, procedures and transactions carried out by the administration in the protection of their sites, considering that the work of the administration began to move - in the countries of the world - from the traditional use - typical - to the advanced electronic technical frameworks using optimal use and good exploitation For the latest elements of technology and systems of communication networks and modern digital electronic connectivity, to the application of Internet technology and to achieve excellence and improve the efficiency of administrative work, and high quality of government performance by the completion of laboratories Saving time and effort, eliminating bureaucracy, reducing routine in the performance of public utilities, reducing costs and simplifying procedures, as well as achieving the managerial transparency that we so desperately need because of the existence of abhorrent political quotas.

The use of websites contributes greatly to avoiding mistakes in manual work and helps to achieve the principle of equality by cutting the way for some in state institutions who are trying, from time to time, as in some state institutions, to blackmail the citizen
