English Abstract

At present, drugs have become a serious problem, affecting most societies and threatening the existence of these communities, especially since drug abuse has spread among young people, In addition, drugs have economic, health and social effects with security risk because it linked to the terrorist crime and organized crime.

Because of its high seriousness, we find that Islamic law forbade the use of drugs, in the Holly Koran and Sunnah , Where Islamic law came with rules aimed to protecting the individual and society through protection, religion, individual life, mind, money and honor.

The most important thing confirmed by Islamic law is the preservation of the mind, so it was forbidden to eat alcohol and drugs.The problem of drug abuse is varied and has very bad effects, and can be combated by finding solutions to problems that suffering of it by individuals in society that led them to taking drugs.

Fighting this crime requires international cooperation, both in terms of law and security.

In addition, the fight against crime also requires religious and media awareness.

Also enacting Legislations that deters drug abuse will also help to reduce its spread it in societies.

In fact, the Drug and Illicit Trafficking Act No.

50 of 2017 was issued in Iraq, which criminalized the use of drugs in Article(1lB 33 ) of Act , The purpose of this law is to prevent drug addiction and to treat patients in hospitals in accordance with article II, paragraph (V) of the Act .

One of the reasons for the law is to suppress gangs aimed at recruiting juvenile drug abusers in societies, all that above will effect on the life of young and effected on the economic , social , cultural and ethical biases of society .
