English Abstract

Attention to the concept of administrative decentralization has increased as a result of the political, economic and technological changes that have occurred in the world and Iraq in particular, after the ninth of April 2003, he underwent a transformation of his administrative system, since his administrative system was theoretically decentralized, but in fact Centrally, following the promulgation of the Constitution of Iraq of 2005 in force, which provided for the administrative decentralization regime in the administration of the Iraqi governorates, on the basis of which it was issued the irregular Governorates Act No.

21 of 2008, as amended, which established the administrative decentralization system in the administration of the non-regular governorates Territory, and has given the provinces broad legislative and administrative powers to administer their administrative and financial affairs, and has given the right to control on the work of the governorate councils of the Iraqi House of Representatives as well as on the ordinary and administrative courts in case of overlapping and incompatibility in the conduct of their work.
