Arabic Abstract

هدف هذه الدراسة هو الوقوف على معوقات قيام الأحزاب والقوى السياسية الأردنية بدور فاعل في مجلس النواب الأردني، و تحديد أهم الوسائل والأدوات والآليات التي يمكن بواسطتها مواجهة المعوقات، وتفعيل دور الأحزاب والقوى السياسية في مجلس النواب الأردني، كما استشرفت الدراسة التوقعات المستقبلية لدور الأحزاب والقوى السياسية في مجلس النواب الأردني.

و كان من نتائج الدراسة أنها أثبتت صحة فرضيتها التي مفادها : هناك علاقة ترابطية بين وجود أحزاب فاعلة في المجتمعات السياسية و في دوائرها وبين الإرادة السياسية للدولة لتحقيق ذلك وبناء ثقافة سياسية فيها".

وأتى ذلك الإثبات ضمن سلسلة متصلة من البحث في الدراسات السابقة العربية والأجنبية حول موضوعها.

وخلصت الدراسة في نتائجها الرئيسية كذلك، إلى أن الأحزاب لم تلعب دورا مؤثرا في الحياة السياسية الأردنية، لأسباب عديدة، حاولت تحديد أهمها.

وتوصلت الدراسة كذلك إلى تحديد بعض العقبات التشريعية أمام دور فاعل للأحزاب والقوى السياسية الأردنية، وإلى وجود سلبيات تتصل بنظم الانتخاب وخلصت الدراسة إلى أن قانون الانتخاب هو أحد أهم مفاتيح مواجهة المعوقات أمام الأحزاب والقوى السياسية الأردنية.

و قدمت الدراسة توقعات مستقبلية لدور الأحزاب و القوى السياسية في مجلس النواب الأردني، مثل دور تلك الأحزاب و القوى شعبيا و انتخابيا، وتفاعلها مع هموم المواطن الأردني.

و كذلك فعلت الدراسة بالنسبة لمستقبل دور الأحزاب و القوى السياسية الأردنية في مجلس النواب.

English Abstract

This study aimed at identifying constraints that prevent Jordanian Parties and political forces in from having efficient role in the Parliament.

It aimed also at identifying the most important methods, tools, and mechanisms that can address constraints, and help in activating the role of political parties in the Jordanian Parliament.

The results of the study have accepted the hypothesis that there is a significant relation between the existence of effective parties in political societies and circles with the political will of the state to realize that and build a positive political culture in its society.

The evidence for that came from within a continuum of research in previous studies, Arab and foreign on the subject.

The study concluded in its main findings that the parties did not play an influential role in political life, for many reasons, trying to distinguish the most important ones.

The study also identified some legislative obstacles to an effective role for Jordanian political parties and forces.

The study also found negative results related to electoral systems.

After identifying the Jordanian political parties and forces actual situation, the study found that the electoral law was one of the most important keys of obstacles confronting Jordanian political parties and forces.

The study estimated future projections of the role of political parties in the Jordanian Parliament, in terms of the future role of those parties, electorally, popularly, and in terms of its interaction with the Jordanian citizen concerns.
