Arabic Abstract

هدفت هذه الدراسة إلى بيان رقابة مجلس الأمة الأردني السياسية على أعمال الحكومة من خلال التعريف بهذا المجلس و مقارنته بالأنظمة البرلمانية العالمية الأخرى.

تنطلق الدراسة من مشكلة بحثية تتمثل في الدور الرقابي الذي مارسته المجالس النيابية الرابع عشر و الخامس عشر و السادس عشر و السابع عشر على أداء الحكومة في الأردن، و هذه المشكلة تدور حول سؤال أساسي وجوهري ومحوري مفاده : ما الرقابة السياسية لمجلس الأمة على أعمال السلطة التنفيذية ؟ و قد خلصت الدراسة لجملة من التوصيات هي : 1.

ضرورة وضع أطر قانونية مناسبة يمكن من خلال تفعيل أدوات الرقابة السياسية لمجلس الأمة على اعمال السلطة التنفيذية.

2.

ضرورة إيجاد نصوص مواد يمكن من خلالها تحقيق التعاون و التوازن بين السلطتين التنفيذية و التشريعية.

3.

ضرورة توفير قاعدة بيانات لأعمال السلطة التنفيذية بحيث يتم تفعيل أدوات الرقابة السياسية على أعمال السلطة التنفيذية.

4.

ضرورة توفير الدعم الفني لأعضاء مجلس الأمة و توفير كل ما يلزمهم من معلومات حول الأداء الحكومي و تنظيم علاقة مجلس الأمة مع باقي السلطات الأخرى.

5.

إجراء مزيد من الدراسات التي تتقصى وسائل الرقابة السياسية التي يأخذ بها مجلس الأمة في الرقابة على الأداء الحكومي.

English Abstract

This study aimed at illustrating the Jordanian House of senate monitoring over the government's works through identifying this senate and comparing it with the other global parliamentary systems.

The study launch's from research problem represents in the monitoring role practiced by the 14th, 15th, 16th and 17th parliamentary councils over the performance of the government in Jordan.

This problem revolves around basic, essential and pivotal question which is : What is the Political monitoring of the house of senate over the executive authority.

The study reached a group of results, the most important : 1- The necessity for setting the relevant legal frames through which to activate the political monitoring instruments of the house of senate over the works of the executive authorly.

2- Necessity for establishing articles' texts to achieve the cooperation and balance between the two authorities.

3- The necessity for providing data base to the executive authority works to activate the political monitoring instruments over the executive authority.

4- The necessity for providing the technical supports to the members of the house of senate, and provide them with everything they need of information bout the governmental performance and organizing the house of senate relation with the other authorities.

5- Conducting more studies to investigate the political monitoring means to be taken by the house of senate in monitoring the gobernmental performance.
