English Abstract

The content of this study focuses on a number of legal elements that deal with the system of regional administrative decentralization to highlight the financial independence of the governorates councils that are not organized in a region, compared with the decentralization system applied in the .Hashemite Kingdom of Jordan The non-organized provinces in a territory of financial independence require that they be granted access to financial resources through the imposition of local taxes and fees, along with natural resources, subsidies, loans and others, so that they can advance their interests and authority to determine their expenditures and establish their own overall budget for their income and expenditure.

To exercise its broad domestic competencies, in order to satisfy the needs of the local population and to maximize their participation in the.
