Abstract EN

Many writers and researchers have interested in organizational culture for it has a significant impact on the institution and its evolution.

Therefore, it is of paramount importance to establish a special framework for the study of institutions alongside its values, beliefs, perceptions, assumptions, symbols, the language, etc...

This is what led to the emergence of a pattern of living different from the community culture, or in other words, a pattern of behavior that specific communities have characterized by which is known by the term sub-culture.

This latter, includes some elements of the community culture and even retains some other elements that distinguish it from other cultures.

In this paper, we are going to discuss the conceptual analysis of the relationship between organizational culture and sub-culture in a particular area, namely the "Port Enterprise of Skikda" (E.P.S.) on the grounds that it is one among the leading Algerian institutions which seeks to improve and develop the quality of its services in line with the needs and expectations of customers to achieve a competitive advantage.
