Represent the industry in General and especially small industries is one of the most important economic sectors which attracted great attention by the world's developed countries by underdeveloped countries amid global economic transformations and changes, due to the pivotal role in production and employment and income generation, innovation and technological progress in addition to its role in achieving the goals of sustainable economic and social development of all States.

Especially developing countries that suffer from increased defaults, debt, economic dependency and major industrialized countries continued to increase backward and poorest poverty underdevelopment of these countries.

Iraq is one of those States that recognized the need to fill events of human and natural resources anywhere and then create an economic base for the advancement of national economic construction and raise the standard of living of the population and economic development.

This was done through attention to small industries.

This study came under broad interest to Iraq through the State development plans and strategic guidance to support small projects and particularly by giving appropriate incentives to raise its ranks.

Thus the study include data spatially provinces of Central and southern Iraq, and the data for the study include the temporal 2006-2015.
