Arabic Abstract

تعود أهمية هذه الدراسة إلى كونها تتناول أهم المشكلات البيئية التي تقف كتحديات أمام التنمية الاقتصادية و الاجتماعية في مجتمع الدراسة و هي مشكلة سوء إدارة النفايات الصلبة وقد تم أخذ (بلدات العيزرية وابو ديس والسواحرة الشرقية) كحالة دراسية وذلك لكثرة المشاكلات البيئية التي تعاني منها وقلة الدراسات التي تتناول القضايا البيئية لهذه المنطقة.

و هدفت الدراسة إلى البحث في الأسباب التي تقف وراء هذه المشكلات و محاولة اقتراح حلول لها، وذلك من خلال تقييم آليات إدارة النفايات الصلبة ، و دراسة سلوك السكان المحليين، وتوضيح دور الاحتلال في التسبب بالمشكلة وعرقلة حلها، ولتحقيق أهداف الدراسة تمت الإجابة عن عدة اسئلة لعل أهمها كان توضيح ما الأضرار الناجمة عن التلوث بالنفايات الصلبة على كل من الجوانب الصحية والاقتصادية للسكان؛ ولقد تم استخدام عدة مناهج و أدوات للإجابة عن اسئلة وفرضيات الدراسة وتحقيق أهدافها منها المنهج التحليلي الكيفي والكمي حيث اعتمدت الدراسة على العمل الميداني من خلال المشاهدة والملاحظة، والمقابلات والاستبانات التي انقسمت إلى ثلاثة نماذج لكل من السكان، والعيادات والمراكز الطبية والمنشآت التجارية والصناعية و لقد تم تحليل الاستبانات بواسطة برنامج التحليل الاحصائي (SPSS).

حيث تعاني منطقة الدراسة من العديد من المشكلات البيئية الناتجة عن إجراءات الاحتلال التعسفية بالإضافة إلى التصرفات غير المسؤولة من قبل السكان تجاه البيئة، وتناولت الدراسة مصادر النفايات الصلبة في المنطقة ومكوناتها وآلية إدارتها ابتداء من الجمع، النقل، التخزين وصولا للمكب ، وكذلك تم تقييم عناصر إدارة النفايات الصلبة من عمال وأدوات وآليات وميزانية وتدريب وتوعية سواء للعمال أو الفنيين والمتخصصين والسكان؛ كما وتم دراسة العوامل الخاصة بالسكان والمؤثرة في مشكلة التلوث بالنفايات الصلبة ؛ بالإضافة إلى رصد آراء السكان حول المشاكل الصحية والاقتصادية المنعكسة عن المشكلة.

و قد توصلت الدراسة إلى أن المنطقة تعاني من مشكلة التلوث بالنفايات الصلبة نتيجة لعدة أسباب هي : قصور عملية إدارة النفايات الصلبة ابتداء من عملية الجمع ووصولا إلى المكب، بالإضافة إلى نقص في عناصر إدارة العملية كالتمويل والعمال والآليات؛ وقلة الوعي البيئي لدى السكان، وتقاعس الجهات المسؤولة عن ايجاد حلول جادة للمشكلة و فرض عقوبات رادعة ملائمة للمخالفين إضافة إلى الاحتلال الذي يعمل على مفاقمة المشكلة وإعاقة ايجاد الحلول لها على حدٍ سواء.

English Abstract

The importance of this study is that it deals with the most important environmental problems that stand as challenges to economic and social development in the study communities.

Namely the problem of "solid waste" management.

The towns of Al-Eizariya, Abu Dis and East Al-Sawahra, were taken as a case study due to the many environmental problems they suffer from, and the lack of studies that address the environmental issues of this region.

The study aimed to research the reasons behind these problems and try to propose solutions for them, through the assessment of solid waste management mechanisms, and to study the behavior of the local population, and clarify the role of the occupation in causing the problem and obstruct their solution.

In order to achieve the objectives of the study, several questions were answered, the most important of which was to clarify "the damage caused by the pollution of solid waste on both the health and economic aspects of the population"; A number of methods and tools have been used to answer the questions and hypotheses of the study and achieve its objectives, including qualitative and quantitative analytical methods.

The study relied on field work through observations, notables, interviews and questionnaires which are divided into three models for each population, clinics and medical centers, and industrial and commercial establishments.

The questionnaires were analyzed by the Statistical Analysis Program (SPSS).

The study area suffers from many environmental problems resulting from the arbitrary occupation procedures in addition to the irresponsible actions of the population towards the environment.

The study dealt with the sources of solid waste in the region, its components and management mechanism from collection, transportation, storage to landfill.

Solid waste management components were also evaluated from (Workers, tools, mechanisms, budget, training and awareness of workers, technicians, specialists and population); population factors affecting the problem of solid waste pollution were examined; In addition to monitoring the views of the population about the health and economic problems reflected in the problem.

The study found that the region suffers from the problem of solid waste pollution due to several reasons : lack and inefficiency in the process of solid waste management, from the collection process to the landfill, in addition to lack of elements of the management of the process such as funding, workers and mechanisms; the lack of environmental awareness among the population, and the failure of those responsible for finding serious solutions to the problem and imposing appropriate deterrent penalties for violators, in addition to all that occupation, which is working to exacerbate the problem and impede finding solutions to it alike.
