The issue of administrative conditions is particularly important because it represents the philosophy of the political system and its view to the institutions of governance, and how it works to satisfy public needs and provide services of public benefit.

The research deals with the administrative situation in the district of Al-Qarnhah in the period between 1869-1914 and its composition and how the administrative system in the judiciary, administrative divisions, the villages affiliated with it and the governmental institutions and their role in the judiciary appeared.
