Abstract EN

This study deals with the issue of the Palestinian refugees and displaced persons, which is one of the central issues that are directly related to the essence of the Palestinian-Israeli conflict because of its connection with issue of the right to return and land as well as the demographic balance between Palestinians and Israelis.

The aim of this study was to highlight the impact of the issue of refugees and displaced persons on the future of peaceful settlement and to clarify the relationship, whether positive or negative, between the postponement of this issue in the autonomy agreement and the future of peaceful settlement.

It also aimed to show the difference between the Palestinian and Israeli visions of what autonomy agreement is in dealing with this issue and its results on the future of peaceful settlement, and shed light upon the relationship between international resolutions and the autonomy agreement in this regard .

The results of this study showed that there is a negative relationship between the postponement of refugees issue to a permanent status negotiations in the Palestinian autonomy agreement and the future of peaceful settlement.

It also showed that Security Council resolutions 242 and 338, the basis of the Palestinian autonomy agreement, contributed to perpetuating the Palestinian diaspora and prejudiced the rights of refugees and displaced persons.

The study illustrates that this agreement failed to refer to Security Council Resolution 194, which provides for implementing the right to return and compensating 1948 refugees .

The study has reached number of recommendations.

The most important of which was to confront the projects and plans for the settlement of Palestinian refugees, which aimed at abandoning the right to return to their original home, the need to unify the opinions about the right to return on the basis of the inalienable national right of Palestinian people, and reaffirm that the right to return must be closely linked with the right of self-determination of the Palestinian people which considered as mandatory rule under international law.
